Drupal community released the Drupal 7.18, this release fixes security vulnerabilities found so any sites using Drupal 7 are highly recommended to upgrade to the latest version. For the security announcement you can read it here.

When it was first released,
When it was first released, yes if Drupal 7 is like Windows Vista as it introduces new features that affect the performance, but with improvements and bugs fixes regularly, now Drupal 7 such as Windows 7, and even now so much better than its predecessor Drupal 6.
Drupal 8 promises something more modern (new things) which are already using HTML5 or features like responsive design (built-in), web services etc. and I believe if building sites like Twitter (back-end and front-end) would be very easy to do
